Behind the Badge: Meet UPD’s Jim Bittner

The WVU Police Department is taking you “Behind the Badge” to introduce our campus community to the dedicated police officers, campus safety officers and dispatchers who keep our University safe.

As UPD’s Emergency Management Coordinator, Jim Bittner brings over 30 years in emergency services to the University, including 17 years in emergency management at the county level. Born and raised in Uniontown, PA, Jim has always had a deep commitment to community service, a value instilled in him by his father who was a volunteer firefighter.

Jim’s career began as a 911 dispatcher, where he later served in roles as a supervisor, planner and lead planner and training officer. Through these roles, he found his passion for emergency management and decided to get an Emergency Management Administration degree from West Texas A&M University in 2001. During this time, he led a swift water rescue team and was an officer on the HAZMAT team.

His passion for helping others has only multiplied over the years, and Jim now brings that same drive to WVU, where he coordinates emergency management efforts across our University community. He has felt a strong sense of belonging here, finding inspiration in UPD’s values and the dedication of our officers.

"I knew immediately my new home was meant to be here at WVU … I have met some of the most sincere and dedicated individuals and found that my heart belongs here," Jim shares, reflecting on his transition to the UPD team.

As Emergency Management Coordinator, Jim works in all areas of emergency management – prevention, protection, mitigation, response and recovery – to ensure that WVU is prepared for any situation.

Outside of work, Jim enjoys spending time with his wife and two sons. He also continues to live by the values his father taught him by volunteering for his local fire department, Salvation Army and his children’s school.

Jim’s experience, dedication and passion for service make him a tremendous asset to our team. Thank you for your service, Jim!
